According to private statements ,Durbin cannot dis-incorporate while owing any unpaid bills. This cannot be the case, because there is always unpaid bills;; the electric bill for street lighting, salaries, etc. The commission would have to take over clerical functions,including bill payment in case there is no local government.In actuality, there may not be a legal one now, considering the election laws not observed. Another caveat: The council-mayor entity who brings about the indebetness such as hiring an attorney for frivolous matters may have to pay the bill from their own private funds. This should be a paramount consideration for those who perennially run for office. And to digress slightly; Those who believe that everything needs to stay the same so that they can have street lights should remember that your neighbors ,Frank,Bartow, GreenBank do not have street lights and have far less breaking and entering than does Durbin. They have their own nighttime lighting which they can afford because their taxes are lower than Durbins. |
